Transnational Needs Assessment Report

Transnational Needs Assessment Report

The Transnational Needs Assessment Report is the evidence base of HomeBound Horizons. Between February and April 2026 the partners held 40 in-depth interviews with people experiencing homelessness (10 each in Germany, Portugal, Greece and Croatia). They also collected 138 online questionnaires from professionals: NGO staff, social workers, adult educators, shelter staff, businesses and public authorities. The report analyses the challenges people experiencing homelessness face in reintegrating into the labour market and society. These include bureaucracy, missing documents and addresses, stigma and limited digital access. It also identifies the skills and forms of support that help them most. It compares the four countries and draws conclusions for training. These conclusions shaped the project’s Empowerment & Employability Strategy and its 40-hour curriculum.

Empowerment & Employability Strategy

Empowerment & Employability Strategy

The Empowerment & Employability Strategy sets out the HomeBound Horizons approach to supporting people experiencing homelessness on their way back into work and society. It builds on the findings of the transnational needs assessment in Germany, Portugal, Greece and Croatia. It combines the European LifeComp framework for personal, social and learning-to-learn competences with a SocioComp approach that involves inclusive employers and the social economy. The Strategy defines the learning goals, principles and methods for trainers and support services. It puts empowerment first, uses practical, low-threshold activities and is designed for learners with limited literacy or digital access. It is the basis for the project’s 40-hour curriculum in eight modules. Support services, adult educators and training providers working with people experiencing homelessness or other vulnerable groups can use it directly.
